Randy O’Neal is a seasoned Kentucky trial lawyer with extensive experience handling serious criminal defense cases, complex divorce and child custody matters, and life changing personal injury claims. Over the course of his career, Randy has secured numerous not guilty jury trial verdicts and favorable resolutions in some of the most serious and high profile criminal cases in Richmond, Madison County, Estill County, and Rockcastle County, Kentucky.

Randy was raised in the community of Garrett in Floyd County, Kentucky, but has primarily resided in Richmond and Madison County since 2003. He earned his bachelor’s degree in Political Science from Eastern Kentucky University and his Juris Doctor from Appalachian School of Law. Randy is licensed to practice in Kentucky and the United States District Court for the Eastern District of Kentucky.

Randy began his legal career in Richmond, Kentucky, in 2010. In 2017, he formed the law firm Williams & O’Neal, P.S.C., where he built a reputation as a trial attorney known for representing clients in some of the most difficult and highly contested cases. In 2025, Randy and his wife, Whitney, founded O’Neal Law Office, continuing their shared commitment to providing aggressive and calculated, trial ready representation in criminal defense, divorce, child custody, and personal injury cases throughout Richmond, Madison County, and Central Kentucky.
